Under threat of a $315,000 fine from the Maricopa County Elections Department, Captain Joel Fox of MCSO finally stopped stonewalling and divulged the names of contributors to the Sheriff's Command Association or SCA. Developer, former owner of the Phoenix Coyotes hockey team, and close pal of Sheriff Joe, Steve Ellman was one of the largest contributors. A lot of out of state money was involved, as well as payroll deductions from the Maricopa County Sheriff's Office. Some of these contributions may well be illegal.
Sheriff Joe Arpaio's office is denying any involvement in SCA fund raising activities despite overwhelming evidence to the contrary.
The SCA raised $105,000 that was contributed to the Arizona Republican Party and used to run a vicious smear campaign against Arpaio opponent Dan Saban in the last election for Maricopa County Sheriff.
The Phoenix New Times has been on top of this story, unlike The Arizona Republic, where Sheriff Joe's son in law, Phil Boas, is employed as editor of the editorial pages.

The Phoenix New Times reports that Captain Joel Fox lost his appeal today in Superior Court and it appears he will have to divulge the name of contributors to the SCA, the organization that financed a vicious smear campaign again Dan Saban when he opposed Joe Arpaio in the last election for Maricopa County Sheriff. Judge Houser implied that further appeals to delay the conclusion of this case will not be looked upon favorably.
"If any further proceedings are filed," Houser said, "they should be immediately consolidated into this case so there is no interim delay."
After Messing's response, Houser took a 15-minute recess before coming back to issue his bench order. The next step will apparently be to give Fox another day or two to divulge the donors' names. The county will then order Fox to pay the $315,000, if he doesn't divulge, at which time he'll have another appeal option.
It will be interesting to finally see who put up the money to finance the contemptible ads run by the Arizona Republican Party against Dan Saban after Fox has stonewalled for so long.

Maricopa County Sheriff Joe Arpaio is under investigation by the Justice Department for civil rights violations related to racial profiling. You can read the Justice Department letter to Sheriff Joe here.
In other Sheriff Joe news, Maricopa County officials have apparently had their fill of Joe's heavy-handed tactics and are contemplating putting a measure before voters to make the Sheriff and County Attorney appointed, rather than elected positions. I'm all for it. It would sure put an stop to the endless political grandstanding by publicity hounds in these jobs and there's really no reason that these jobs should be elected positions, any more than the State Mine Inspector ought to be an elected position.
