    Joel Fox Spills the Beans on SCA Contributors

    Under threat of a $315,000 fine from the Maricopa County Elections Department, Captain Joel Fox of MCSO finally stopped stonewalling and divulged the names of contributors to the Sheriff's Command Association or SCA.  Developer, former  owner of the Phoenix Coyotes hockey team, and close pal of Sheriff Joe, Steve Ellman was one of the largest contributors.  A lot of out of state money was involved, as well as payroll deductions from the Maricopa County Sheriff's Office.  Some of these contributions may well be illegal.  

    Sheriff Joe Arpaio's office is denying any involvement in SCA fund raising activities despite overwhelming evidence to the contrary.

    The SCA raised $105,000 that was contributed to the Arizona Republican Party and used to run a vicious smear campaign against Arpaio opponent Dan Saban in the last election for Maricopa County Sheriff.  

    The Phoenix New Times has been on top of this story, unlike The Arizona Republic, where Sheriff Joe's son in law, Phil Boas, is employed as editor of the editorial pages.

    The following is from the Valley Fever blog at Phoenix New Times:

    The biggest bucks came from other sources, such as Steve Ellman, a Valley developer and former co-owner of the Phoenix Coyotes hockey team, and James Liautaud, CEO of the Jimmy John's sandwich franchise.

    According to the post-general election report filed by Joel Fox on July 13, the contributions to the SCA from the sheriff's command staff (SCA reportedly stands for Sheriff's Command Association), came from payroll deductions between November 22, 2006 and November 21, 2008.

    Here are the names of the deputies in the report and the total contributed. Contributions were deducted $50 per paycheck; the higher the amount, the longer the deductions continued.

    Dave Hendershott, Chief Deputy -- $2,650

    Jesse N. Locksa -- $300

    Larry Black, Director -- $950

    Frank Munnell, Deputy Chief, Patrol -- $2,400

    Joel Fox, Captain -- $2,050

    Scott Freeman, Deputy Chief, Special Investigations -- $1,800

    Brian Sands -- $2,000

    Fox also filed a June 30 report that shows who wrote the biggest checks to the SCA:

    Steve Ellman, Phoenix, developer -- $25,000 on April 25, 2007

    James Wikert, Dallas, self-employed -- $25,000 on July 23, 2007 and $5,000 on August 30, 2007

    James Liautaud, Champaign, Illinois, CEO of Jimmy John's -- $10,000 on January 18, 2008

    B.M. Rankin, Dallas, self-employed -- $10,000 on February 22, 2008

    Tom Gimple, Anchorage, self-employed -- $25,000 on August 19, 2008
