| As you probably know by now, the Arizona Supreme Court today refused to compel the Arizona Legislature to forward the budget that it passed along to the governor who would likely veto it. Republican leaders apparently believe that by refusing to forward the budget to the Governor, they can strengthen their bargaining position by threatening to drop it on her at the last minute, forcing her to decide whether to sign a budget she doesn't like or to shut down state government.
It seems that this strategy will fail according to a recent telephone survey that concludes that most voters will blame the Legislature, not the Governor, if state government is shut down. Based on a representative sample of 500 likely voters in Arizona:
54% of the state's voters would blame the legislature, while only 13% would blame the Governor, and 18% would blame both. The remaining 15% has no opinion. Analysis of subgroup data shows that Republicans, Democrats and Independents alike would blame the legislature rather than the Governor.
No indication if voters are aware that negotiations with the Governor involved only Republican leaders and that only Republicans in the Legislature are to blame if a shutdown occurs. Democrats must make a special effort to be sure that voters understand that they had no role in the budget negotiations, if a shutdown happens. |
