Secretary of State Jan Brewer, Arizona's version of Florida's Katherine Harris or Ohio's Kenneth Blackwell, on June 13, 2008, proposed a centralized receiving of overseas military votes cast via the internet to her office instead of the county recorders or elections departments. Objections have been raised but were they heeded or did the Governor and Attorney general just sign off on this? We don't know. This is a problem that is spreading--there are 7 other states that allow internet voting from overseas voters. However, the security of internet voting has yet to be demonstrated. There could be potentially 135,000 votes in hands of Brewer, co-chair of McCain's campaign.
As Brad Friedman quoted independent security experts "We believe that overseas voters deserve at least as much protection when they vote as when they purchase a book from Amazon...Our service people should not be voting on a system that creates risks of identity theft, hacking, and vote tampering and which requires voters to relinquish their right to a secret ballot." Call the Governor at 602-542-4331, 1-(800) 253-0883 or email governor at http://azgovernor.gov/Contact.asp now.
Ask her to reject the SOS election procedures manual with this new Uniformed Overseas Citizens Absentee Voting Act (UOCAVA) procedure to route all internet military and overseas voting through the SOS office and keep it at the county level. Also, demand safeguards so that there is integrity for the overseas and military voters when they do email their votes and that these votes cannot be viewed by commanding officers or others, intercepted or delayed.

| SOS Proposed procedure that we oppose refers to Uniformed Overseas Citizens Absentee Voting Act (UOCAVA): "The Secretary of State shall provide a centralized system for the UOCAVA voter to securely upload voted ballots. The centralized system shall be a secured internet system that utilizes accepted encryption and security technology.
The County Recorder or other officer in charge of elections shall authorize each UOCAVA voter to use the centralized system when the County Official sends the UOCAVA voter the early ballot.
The UOCAVA voter shall receive instructions on how to use the system at the same time they receive the early ballot.
The UOCAVA voter shall scan their voted ballot into a standard image file accepted by the Secretary of State (example: JPG, GIF, TIF). The UOCAVA voter shall then log onto the secured internet system and upload the ballot image." |
