TURN AZ BLUE!

Our Mission
- We intend to bring together activists, bloggers, and voters to work toward progressive political change in Arizona.

- By sharing information and keeping each other informed, we can coordinate efforts to promote progressive causes and candidates.

- We hope to provide a forum for local Democratic candidates to present their positions on issues of concern to Arizonans.

- Anyone who shares our goals is welcome to join and contribute.

- The age of open source politics is here. Lobbyists and special interests have run Arizona for too long.

- Let's take back Arizona from the big money special interests and the right wing crazies!

Stop Jan Brewer's Power Play on Overseas Military Vote

    by: AZpassionpol

Sat Jun 28, 2008 at 15:18:16 PM MDT

Secretary of State Jan Brewer, Arizona's version of Florida's Katherine Harris or Ohio's Kenneth Blackwell, on June 13, 2008, proposed a centralized receiving of overseas military votes cast via the internet to her office instead of the county recorders or elections departments.  Objections have been raised but were they heeded or did the Governor and Attorney general just sign off on this? We don't know. This is a problem that is spreading--there are 7 other states that allow internet voting from overseas voters. However, the security of internet voting has yet to be demonstrated. There could be potentially 135,000 votes in hands of Brewer, co-chair of McCain's campaign.

As Brad Friedman quoted independent security experts "We believe that overseas voters deserve at least as much protection when they vote as when they purchase a book from Amazon...Our service people should not be voting on a system that creates risks of identity theft, hacking, and vote tampering and which requires voters to relinquish their right to a secret ballot." See Brad's post DOD's new voting scheme: http://www.bradblog.com/?p=3665.

    Action Step:
Call the Governor at 602-542-4331, 1-(800) 253-0883 or email governor at http://azgovernor.gov/Contact.asp now.
Ask her to reject the SOS election procedures manual with this new Uniformed Overseas Citizens Absentee Voting Act (UOCAVA) procedure to route all internet military and overseas voting through the SOS office and keep it at the county level. Also, demand safeguards so that there is integrity for the overseas and military voters when they do email their votes and that these votes cannot be viewed by commanding officers or others, intercepted or delayed.

AZpassionpol :: Stop Jan Brewer's Power Play on Overseas Military Vote
SOS Proposed procedure that we oppose refers to Uniformed Overseas Citizens Absentee Voting Act (UOCAVA):  "The Secretary of State shall provide a centralized system for the UOCAVA voter to securely upload voted ballots.  The centralized system shall be a secured internet system that utilizes accepted encryption and security technology.

The County Recorder or other officer in charge of elections shall authorize each UOCAVA voter to use the centralized system when the County Official sends the UOCAVA voter the early ballot.

The UOCAVA voter shall receive instructions on how to use the system at the same time they receive the early ballot.

The UOCAVA voter shall scan their voted ballot into a standard image file accepted by the Secretary of State (example: JPG, GIF, TIF).  The UOCAVA voter shall then log onto the secured internet system and upload the ballot image."

    Question about SOS Brewer.... (4.00 / 1)
What other election authorities does she have that could be used to taint an election?  Are there any authorities as ominous as the one you are describing here?

    SOS Brewer (0.00 / 0)
In addition to the power she is trying to gain here over internet voting based on Uniformed Overseas Citizens Absentee Voting Act (UOCAVA), she has the power to interpret other elections statutes and develop procedures that are not subject to public oversight.  The only control over her authority is the Department of Justice that is also controlled by a Bush appointee.   These rules are prescribed in an official instructions and procedures manual that is issued not later than thirty days prior to each election. Prior to its issuance, the manual is approved by the governor and the attorney general. The secretary of state submits the manual to the governor and the attorney general not fewer than ninety days before each election.

What we have seen is the partisan Secretary of State in other states make decisions that favor their party and candidate as with Katherine Harris and Kenneth Blackwell. This Secretary of State is operating in much the same vein. As we look to the future after this 2008 election, we need a major overhaul of the elections system with true public oversight. But now we need to stop this power play on the UOCAVA vote. Please contact the Arizona Governor Janet Napolitano as stated in the action step.
